RFP for Developing a Methodology for Estimating the Costs and Benefits of Climate Policy

The Ministry of Environment and Climate Change Strategy has issued a short form request for proposal to develop a model that the Ministry will use to assess the economic impacts of existing and proposed climate policies and/or programs. CAS is looking to diversify the tools and models currently used to evaluate climate policy. Along with the other goals stated, the deliverables from this project will be used to validate and triangulate existing tools and models.
he economic model must use a generally-accepted methodology for estimating economic impacts. There may be a preference for models that consider general equilibrium effects, non-linear relationships, scarcity of labour, capital, and other resources, and include detailed representations of macroeconomic and microeconomic characteristics, regions and households, and the structure of B.C.'s economy. There may also be a preference for models that account for climate policy outside of BC that would impact existing and proposed BC-specific policies. When estimating the impacts of climate policy and/or program on the economy, the model should focus on the net effects, instead of gross.
